Organizational structure
The organizational structure of a village panchayat in Kerala can be divided into two main parts: the political wing, which consists of representatives of the people, and the official wing, which carries out the day-to-day affairs.
These two wings work together to run the administration of the panchayat. Its structure is as follows:
1. Political Wing
It consists of representatives elected by the people. They are responsible for formulating the policy of the panchayat and approving the development plans.
President: The chief executive of the panchayat and the head of the administrative wing.
Vice President: Performs the duties in the absence of the president.
Standing Committee Chairpersons: There will be separate standing committees for areas such as finance, development, welfare, health and education, and their chairpersons.
Ward Members: Those who represent each ward. All of them constitute the panchayat committee.
2. Administrative / Official Wing
The decisions taken by the administrative committee are legally implemented by the officials appointed by the government.
Panchayat Secretary: The main head of the official wing. The secretary is the keeper of the official records of the panchayat and the person who implements the legal decisions.
Assistant Secretary / Head Clerk: Handles the file movements in the office and supervises the employees.
Accountant: Handles the income and expenditure accounts and budget of the panchayat.
Senior Clerks / Clerks: Handles the files for tax collection, issuance of certificates (birth and death registration, marriage registration), and various benefits.
Office Attendant / Field Assistant: Assistants in the office.
3. Transferred Institutions and Officials
As part of the decentralization of power, some important departments of the government have been transferred to the Gram Panchayat. The officers of these offices work closely with the Panchayat Administration:

Gram Sabha: Apart from all these structures, the most fundamental element of democracy is the 'Gram Sabha'. This body, consisting of the voters of each ward, The church discusses and decides on the development needs of that ward.
